Attending the 34th East - West International Security Conference organised by Capricorn Conferences and Exhibitions on 21st and 22nd November 2016 at the Best Western Universo Hotel in Rome, Italy, were delegates from commercial, private and public sector organisations from the Russian Federation, Ukraine and Albania.

Conference Co-Chairmen, Patrick Somerville, Vice President of IPSA, welcomed the delegates to the conference and to an intensive two days of presentations and discussions on a wide range of security issues conducted by speakers from the UK, Italy, USA and Russia, with simultaneous translation in English and Russian.

Curbing fraud and cyber-crime

Global trends in the private security industry, and the growing threats and counter measures necessary in relation to fraud and cyber-crime were examined, the increasing use of sophisticated biometric and other technologies now available to make security solutions more efficient and cost effective were explored The safety of senior staff operating or travelling in places of conflict and current thinking and practice on close protection featured in the programme together with the need for due diligence procedures to prevent insider crimes and fraud affecting banking and financial sector organisations.

New EU Global Strategy For Foreign And Security Policy

An overview of the new EU Global Strategy for Foreign and Security Policy embracing both foreign and internal security and the action plans for the next five years were presented with details of some of the joint investigation and enforcement operations conducted by Europol in cooperation with Member States and Non-EU partners. Several operations demonstrated the successful measures taken to disrupt high level organised crime syndicates involved in human trafficking, child exploitation, vehicle theft and counterfeiting and other cross border and international crimes.

Measures for cyber protection

An overview of the new EU Global Strategy for Foreign and Security Policy embracing both foreign and internal security and the action plans for the next five years were presented

The urgent need to ensure that cyber protection was embedded in all organisations was emphasised by the current wave of intrusive cyber activity threatening national infrastructures and governments as well as commercial and transport operations. Delegates were urged to address this in their organisations ensuring that awareness, systems and protective measures were understood at the highest level and effectively implemented to deal with unlawful hacking and cyber security breaches. These measures needed to be alerted and effective in nano-seconds to prevent corruption and loss of data, resources and systems. The development of the internet of things and enhanced mobile phone technology and applications raised new issues of data security and cyber-crime opportunities that were both startling and severe in their potential for doing harm.

Understanding best practices

The East West Security Conferences are held twice yearly to promote understanding and exchange ideas and information between those engaged in managing security in public and private sector organisations in United Kingdom, the Russian Federation and other countries in Eastern Europe. Such cooperation improves bilateral relations and understanding and encourages the exchange of information on best practice in security and crime prevention
